The Minister for Enterprise, Tourism and Employment issues employment permits through the Department of Enterprise, Trade and
Employment (DETE). The issuance and administration of Employment Permits in Ireland is handled by the Employment Permits Section of the
Department of Enterprise, Trade and Employment.
DETE issues 9 different types of Employment Permits.
The Minister for Justice have the responsibility for immigration in Ireland through Irish Immigration Delivery. The Immigration Service Delivery is an executive office of the Department of Justice. It is responsible for the administrative functions of the Minister for Justice in the areas of:

• visa
• International protection
• citizenship matters
If you are from a country outside the European Union, UK or Switzerland, and come to Ireland to work, study, live or join family for more than 90 days, you must register with the Immigration Service Delivery. The kind of stamp that you will receive upon Immigration or renewal depends on your current status in the state, on what basis did you got the visa etc. Below is the list of various stamps that are given to non-EEA nationals upon first-time registration or at the renewal stage.
Stamp | Short Description |
Stamp 0 | Temporary permission to stay in Ireland, subject to conditions including financial self-sufficiency and private health insurance. No permission to work. |
Stamp 1 | Permission to work or to operate a business in Ireland, subject to conditions. |
Stamp 1 A | Full-time paid registered accountancy training, subject to conditions. |
Stamp 1 G | Issued to Stamp 2 international students who have successfully completed certain accredited studies in Ireland and have permission to look for work under the Third Level Graduate Programme, subject to conditions. Permission to work full- time. Also granted to spouse of employment permit holder allowing them to work full time without requirement of employment permit |
Stamp 1H | Issued to doctors who are in receipt of a two-year General Employment Permit to work as an NCHD (Non-Consultant Hospital Doctor) in any public hospital or health care facility during the two-year validity period of their permit. |
Stamp 2 | Permission to study a full-time course on a list of eligible programmes for a specified period of time, subject to conditions. No access to public services. Limited permission to work during term-time. |
Stamp 2 A | Permission to study full-time in Ireland on a course that is not on the official list of eligible programmes, subject to conditions. No permission to work. |
Stamp 3 | Permission to reside in Ireland for a specified period, subject to conditions. Generally, no permission to work. Volunteer, religious minister, dependent. |
Stamp 4 | Indicates permission to stay in Ireland for a specified period, subject to conditions. Full access to the labour market or to operate a business. Access to state funds and services as determined by relevant Govt. Dept. |
Stamp 4D | Issued to eligible non-EEA families of UK citizens who are seeking to reside in Ireland from 1st January 2021. |
Stamp 4 EU Fam | Permission to reside in Ireland under ‘EU Treaty Rights’. |
Stamp 4 S | Permission to reside in Ireland under new Special Student Scheme, subject to conditions. |
Stamp 5 | Permission to reside in Ireland without condition as to time, subject to conditions. |
Stamp 6 | Not a residence card. Issued to a dual-Irish/foreign national – ‘without condition’ endorsement in non-Irish passport. |
